This is a variation on the "taken out of context" dodge -- the "context" "out of" which it was "taken" being "I thought no one who would be offended would find out about what I said."

It's also related to the credo that it's ok for journalists to have political opinions, as long as they don't mention them, since it's mentioning them that's important.

Let's grant that it was intended for his eyes only. Is the obvious import of the remark somehow thereby annulled?

It works for the Japs whenever they get caught exhibiting their rabid xenophobia. And "Japs" is okay here 'cause they don't read English, right?
