I wonder what would happen if I started "reporting" the times when I see "half a dozen" Middle Eastern people or visibly Muslim people? I mean, I'd be calling stuff in every day and I'd probably get 1. fired; 2. kicked out of my gym; and 3. into real trouble with my neighbors. I would also have a lot of trouble eating in local restaurants, getting through check-in at the airport, etc.

The link here says it was a man, elsewhere I've seen the neighbor described as a woman, elsewhere it's multiple neighbors. I've never seen the neighbor(s) named on the record. The Google results are swamped by reposts of these stories, mostly on right wing sites, but the ones I've looked at all quote neighbors reporting alleged other neighbors' alleged suspicions.
This KTLA report sources it to a man who was visiting a friend, he doesn't appear to live there himself, so the chain seems to be his also unnamed neighbor remembering another unnamed neighbor. I wonder what chain of decisions put him on camera even though he didn't live there?
