Those signs are just glorified Windows desktops. Probably what happened was that someone was surfing for porn on the computer's other monitor, and didn't notice that there was a pop-up.

Didn't I see this (or something very like this) in a Black Mirror episode called 15 Million Merits? The porn was not liberating or emancipatory at all, but was a tool of an authoritarian regime in a dystopian future.
