As a matter of making a good movie a rogue is very much needed, but I suppose one could rationalize the absence by claiming that at the time of the original Star Wars there was an oppresive Empire that produced rebellion and rogues but at the time of the Sith there wasn't much to rogue against. For example, in Number One that big mosquito trader was free to practice his craft without having to become an outlaw.

my guess is that before the empire, cynicism still existed. Or maybe, along with farts, humor, and semi-decent dialogue, cynicism did not occur until the great jedi purges, or whatever. If that is so, no movies should have been made from before that time.
