I was not aware of this. Surely Congress would need to declare war in such an instance.

Yes. And in one breath I said "Look at the silly little people beating their chests on the silly little internet" and in another "We are so fucked." That's the problem with threads like Belle's (and like this one--via Gary Farber). It's hard to laugh and vomit at the same time.
