I'm not sure what you're confused about. You've never heard the phrase "briefs the media"? This is strange to you somehow? What am I missing?

Ok, that makes two people, so obviously I wasn't clear. I meant his facial expression. I thought it was funny that that face could be described with the phrase "briefs the media." Ha ha.
